Balance Budget by Eliminating Dumb

I work hard to eliminate "Dumb" from educational data. "Dumb" is resilient, however, and it returns almost as soon as you finish. It got me thinking. I used to work for county government, I've observed city government and I have in the past, worked with federal government contractors. There is no shortage of "Dumb" in any of these entities. "Dumb" also has friends, named "waste" and "Redundancy." If we could get rid of "Dumb" and all of its friends, we could probably balance the budget.
