Traffic Jam

Why not just close all the roads at the same time? The result of construction closings is visible in my nearly 2-hour drive from the north suburbs of St. Paul to the south suburbs of Minneapolis. Notice the HOV lane on the left. It was also congested. Incidentally, the HOV lane was the only place I saw an accident—probably caused by slower traffic from the regular lanes merging into the much faster traveling HOV traffic. Also notice the signs displaying "30 MPH." At this moment we were traveling 3 MPH in my lane. The planning of this mess was poor.
