If you are innocent, you decide that you just want to get it all out in the open so people stop accusing you of something you didn't do. If you are guilty, you say yeah, there's nothing, and we will release it soon. And then you say, there's nothing there. And then you say, it doesn't exist. And then you say, it's all made up by my enemies! And when you don't even release the (entire) redacted version, where three-quarters of everything is crossed out, you must really have your name in there a lot!
